This week’s Guest Speaker was Kate Chaney, the independent Federal MP for Curtin, and her topic was all about protecting the integrity of our Democratic institutions. Only 12% of the world’s population lives in a true democracy, and we need independent monitoring systems to keep governments honest. Kate suggested that there are 5 principles that should be applied, namely Transparency; Accountability; Public Benefit; Strong Institutions; and Personal Integrity. Transparency is required because a culture of secrecy has developed, and freedom of information has declined. There needs to be greater openness with lobbyists. Accountability is needed so that there are timely responses to enquiries, and this can be achieved through publicly defined performance indicators. The Public Benefit test is sadly lacking these days, and community projects are funded via pork-barrelling, especially prior to elections. Funds should be applied to areas of greatest need. Independent resourcing and oversight are required through Strong Institutions, as currently biased electoral laws are put in place by the major political parties. Personal Integrity needs to apply throughout, as the principles of stability and respect don’t apply in the House. As a result, the cross bench is called Prefects’ Corner! Kate certainly gave all present much food for thought.
